Incumbent lacked necessary signatures in Richmond filing
The election may be over for School Board member Carol A.O. Wolf less than a week after it officially began.

These are the candidates for the Richmond City Council and the School Board races who will appear on the ballot Nov. 4, the city voter registrar's office said yesterday.

Last Tuesday was the filing deadline; the registrar's office checked petitions to determine each candidate had enough qualified signatures. Incumbents below are noted by asterisks.
