Yesterday Gov. Tim Kaine announced his transportation package. As expected, he called for hiking taxes and fees -- e.g., 1-percent regional sales tax increases in Northern Virginia and Hampton Roads and a $10-increase in vehicle registration fees.

In 1982 Randall Lee Smith was convicted of the 1981 murders of Laura Ramsay and Robert Mountford Jr., two hikers on the Appalachian Trail. He was sentenced to 30 years.

I'll be the first to admit I'm wrong -- in the unlikely event that should ever happen. (Joke!) But today this space is given over to some perspectives that amplify on points made here recently. First topic: The Patrick Henry charter-school proposal, discussed here on May 2. Thursday night the Richmond School Board will meet to consider the proposal -- at 5 p.m. in the School Board conference room at City Hall.
